What is Leader?
The Leader approach is implemented by 52 local action groups (LAGs) operating in all of Finland´s rural areas as well as Leader Åland. The Leader approach means activities, advisory services and funding to the benefit of specific regions. The aim is to strengthen and develop local communities and companies and increase the vitality of the area. The central idea behind the Leader activities is to harness the expertise, knowledge, and activities of local residents for the development of the community. We help to develop the area’s livelyhood based on the ideas and needs of the residents.
The core idea of the Leader approach is developing the area together with the locals. This is accomplished by funding local development projects and providing help and support at all stages of project implementation. Local Action Groups activate, motivate, inform, educate, and assist those carrying out the projects. All advisory services are free of charge.
The local action groups (LAGs) operate based on their own local development strategy, which is created in collaboration with the area’s residents. The strategy guides the activities of the LAG board, as it makes decisions regarding project funding. The board is elected based on the tripartite model, where 1/3 of the members represent the local public sector, 1/3 represent local businesses, and the remaining 1/3 represent rural residents.
Locals can get involved in the LAGs’ activities by participating in events, carrying out projects, contributing to projects, or becoming members of the LAG. The members of the LAG elect the board during an annual meeting, and any member of the LAG can also be nominated as member of the LAG board.
The name Leader is originally an abbreviation of the French expression “Liaison Entre Actions de Développement de l’Économie Rurale”, meaning “links between rural economy development actions”.
What we fund?
Leader funding can be used for local development projects, as well as for projects supporting the development of local businesses. Depending on the project, the funding can cover 20–100% of the total costs of the project. Contact us for more information about the different types of funding.
Leader funding can be applied for by, for example, local associations, small businesses employing fewer than 5 people, municipalities, educational institutions, and foundations. The projects need to align with the YHYRES’ local development strategy and its goals.

What is YHYRES?
The Development Association YHYRES was founded in 1999. Word ”yhyres” means together in Ostrobotnian dialect. LAG YHYRES operates in the municipalities of Isokyrö, Laihia and also in Vaasas Vähäkyrö. Isokyrö, Laihia and Vähäkyrö are also known as Kyrönmaa. It is situated in western Finland, in the province of Ostrobotnia near provincial capital Vaasa. 400 kilometers north from Helsinki.
LAG YHYRES is one of the smallest LAGs in Finland. Its aims are to develop the vitality and entrepreneurship of Kyrönmaa according to ”The Rural Development Programme for Mainland Finland”. The 17 000 inhabitants of Kyrönmaa have spread themselves on the area of 1044 square kilometers. Many young people are moving to cities to study and to work and the population of Kyrönmaa is ageing. Therefore keeping up the welfare services demands new solutions.
LAG YHYRES wants to strengthen local identity and excite villages to action. LAG YHYRES also wants to develop services which brings livelihood to local people and communities. Traditionally agriculture has been very significant in Kyrönmaa. One of the biggest challenges of LAG YHYRES is to find other sources of livelihood to the farmers. Small industry, especially metal – and energy-related industries are rising. Surprisingly, a small village of Tervajoki in the middle of Kyrönmaa is one of the most important centers in automobile trading business in Finland.
To promote the rural development YHYRES provides counseling and finance to enterprises and associations in the Kyrönmaa region. YHYRES encourages entrepreneurs’ to co-operation, networks and develop know-how.
The core themes of YHYRES’ local development strategy (2023-2027) are:

• Innovative cooperation
Cross-cutting themes are: smartness, sustainability, youth.
LAG YHYRES seeks power to changing world via co-operation. It will help Kyrönmaa to stay vital. YHYRES organizes happenings and events. It promotes interaction between city and countryside. It allows experiences with different cultures. Different projects have been fund in Kyrönmaa area; support farmers’ well being, invest to hobbies in villages and create different possibilities in countryside to youth.
